This was posted in another thread, though it was off-topic there so I'll move the discussion to this thread.
The short answer is turn on your referers. Vichan does not allow you to post without referers because it uses them to tell which page you came from. I have no idea how .jp fixed this, because there doesn't seem to be a relevant configuration setting. Maybe it's one of the javascript plugins.
Edit: That's not it either. I made a bug report and hopefully hear back soon, otherwise I'll go harass the developer on IRC. I'll also ask Lainchan.jp.

Apparently RefControl works website wide only. I can post with it, if I declare the actual board I'm on as the referred location, like
https://sushigirl.us/test/ (don't forget the ending slash) to post on /test/ or in threads of /test/.
I tried out [sushigirl]/kaitensushi/, the "forge option" referring to sushigirl.us, other boards and the actual thread out of curiosity. Besides the last one none of them worked.

I have this problem here and on at least one other site using icecat mobile but interestingly also get it when trying to post with Clover.
