It's still a pretty isolationist country full of old people, they have their "own internet" too and don't need to venture to the English-speaking part for content. You don't really need English if you want to survive, whereas in Europe for example not knowing it would sometimes be considered a disability.
Japanese also uses the opposite word formation when it comes to grammar and it doesn't have quite a couple of sounds as well.
